Duties and
Responsibilities:
Duties require the ability to compile and summarize financial data, monitor and track obligations and expenditures and disbursements and make recommendations for the redistribution of funds within budget accounts, where required. Analyzes expenditures by element of resource and the rate of expenditure to develop trends and projections. Prepares or assists in the preparation of a variety of periodic and special financial reports.
Participates in meetings concerning budget and funding matters, as required.
Employee plans and organizes the work with the input from other Budget Analysts, and the Resource Management Branch Chief. Interprets regulations, applies new methods or procedures; and coordinates with others, as necessary. Work is reviewed for compatibility with individual and organizational goals and objectives. Performs assignments in the administrative support aspects of substantive mission-oriented programs of unusual difficulty and responsibility. Creates and processes Military Interdepartmental Purchase Requests (MIPRs), Logistics Modernization Program (LMP) Procurement Work Directives (PWDs), Defense Travel System (DTS) lines of accounting (LOAs), incoming MIPRs, and other financial actions. Must have knowledge of pertinent laws, regulations, policies, and maintain current on major issues, program goals and objectives of the organization.
Analyzes data, does research, compiles facts and information, and provides that information to customers as well as higher organizational entities.
Assignments may involve developing resource documents, conducting studies to compare current findings with historical data, monitoring an organization's resource allocations, or conducting interviews with managers or employees to obtain information. Work may involve performing budget analysis and management of financial programs with particularly high visibility at higher headquarters; the impact of changes in legislative or regulatory requirements; consideration of long-range program goals and objectives; or the changing nature of a program/project. Interacts independently and productively with customers to identify and define complex/difficult problems and to develop and implement strategies. The nature of the work can involve frequent (almost daily) contact with representatives from higher headquarters within the organizational chain, and to communicate project or program results at high levels within and outside the organization.
Interacts with representatives within government organizations as well as contractor activities.
Assists in program planning, funding execution as well as directed administrative tasks. Monitor financial performance of assigned programs for current and out-year execution based upon obligations and disbursements for all funding received. Provide recommendations for changes/corrections as needed as well as provide justification for any necessary contract modifications the program may be in need of. Perform contractual advisory and coordinated services to establish, analyze, and plan and review actions and reports associated with external contractual vehicles. Interact independently and proactively with both internal and external customers to execute tasks within required timelines and with the objective of minimal rework.
Required Qualifications:
TS/SCI clearance is required for ths position. Must be able to interpret laws, rules and regulations in order to adequately perform the financial execution duties, and must be apply to think critically and have good judgment to correctly satisfy complex requirements. Provide advice to customers on routine matters and investigates problems. Track the obligations and disbursements of those funds throughout the year.

Qualifications:
Establish good customer alliances, anticipating requirements vice reaction to requirements. Performs other duties as assigned by the government.
EDUCATION & EXPERIENCE :
Typically requires bachelor's degree or equivalent, and two to four years of related (technical program planning and implementation, contract interpretation, budget development, and/or government project administration) experience.
