Parsons will be providing a number of individuals for a major project for the Department of Homeland Security Chemical Security Analysis Center (DHS-CSAC). This center was developed to provide scientific basis for the awareness of chemical threats and the attribution of their use against the American public. The CSAC is a resource that will provide a centralized compilation of chemical hazard data and an organized effort to use that data for threat analytical purposes. The mission of this organization is to develop and deliver effective and sustainable technologies and systems to anticipate, prevent, detect, and mitigate catastrophic terrorist attacks on the nation's homeland and to enhance the conventional mission capabilities of other Department of Homeland Security (DHS) operational areas. This mission is accomplished through several major programs, systems, technologies and methods used to counter the threat, and laboratory research activities, including providing scientific basis for the awareness of chemical threats and the attribution of their uses.
PROJECT SCOPE:
The objective of this task is to provide research and deliverables for DHS-CSAC that will assist the government in the identification, assessment, and management of risks for chemical hazards. The specific deliverables to DHS-CSAC are related to the Chemical Terrorism Risk Assessment (CTRA) Program, Large-Scale Toxic Industrial Chemical Releases, Computational Toxicology/In-Vitro Toxicology, Chemical Agents Reactions Database (CARD), Inter-agency and intra-agency support, Knowledge Management (KM), chemical threat assessments and a mechanism for Quick Reaction Studies.
NEED:
Parsons will be looking for Scientists/analysts and subject matter experts at various levels to support the project. Ideal candidates will be capable of providing support to the DHS-CSAC providing scientific study, analysis and advisory support that will assist the government in the identification, assessment and management of risks for chemical hazards.
Various Project Tasks/Responsibilities (according to skills/levels/experience of individuals):
Perform Research/collect data and provide reporting for Chemical Terrorism Risk Assessment Program
Risk assessments based on expert knowledge of chemistry and science, using physical, chemical and toxicological information in threat and vulnerability assessments.
Perform research, experiments and analysis to address knowledge gaps in the understanding, modeling, emergency response, and mitigation of large-scale toxic inhalation hazard chemical releases.
Participate in field trial experiments, prepare master test operating plans, execution of field trials experiments, data collection, quality assurance and data reduction, analysis and reporting.
Perform research and produce modeling/simulation reports that documents the DHS-CSAC modeling and simulation activities for chemical incidents, which may document chemical dispersion modeling, hazards prediction and assessment capability modeling and analytical studies on chemical threat agent effects.
Develop Science and Technology based reachback capability to response to technical inquiries related to chemical threat materials within the CSAC.
Perform research to develop alternative methods to determine reliable human toxicity estimates utilizing in vitro cell models and computational toxicology.
Perform data analysis and develop database system involving chemical agents, industrial chemicals

Qualifications

REQUIREMENTS:
Minimum of BS degree in physical sciences such as chemistry, biochemistry, toxicology or related scientific field. Candidate must have relevant educational background and demonstrated experience related to some or all of the various project tasks mentioned above. Candidates with higher level degrees strongly encouraged to apply.
Experience may include 5 or more years experience with some or all of the following: experience performing chemical agent risk assessments, chemical fate and transport modeling and assessments of large scale toxic industrial chemical releases, toxicity assessment, computational toxicology, data analysis and database systems involving chemical agents, industrial chemicals experience, toxicology and dose-response assessment, dispersion modeling, atmospheric sciences, instrumentation, data collection, data analysis and decision support systems.
Masters degree and experience developing and writing chemical monographs, record of publications are desirable qualifications.
Prefer candidates with experience providing support to Inter-agency and intra-agency programs.
Knowledge and experience working with chemical threat assessments and decision support systems, and ability to provide support to short-term, rapid turnaround tasks.
Must be able to work as part of a technical team and have strong technical writing and excellent communication skills.
Must be able to attend meetings and workshops, teleconferences as a workgroup member and subject matter expert.
Must have a Secret Clearance, or be able to obtain Clearable. Some Sr. level positions may require higher level clearances up to TS/SCI.
Relocation is not provided for these positions.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
