Perform budget analysis and reporting for the C4ISR client, including tracking expenditures against budgeted accounts and monitoring funds transfers and MIPRs and report obligation, expenditure, and commitment rates for appropriated funds and OCO funds. Assist government staff with preparing budget forecasts and requests for higher headquarters approval and prepare and submit all required budget reports and forms in accordance with Army's and DoD's budget and financial management directives. Leverage experience with Army's and DoD's budget and financial management procedures and directives and budget analyst experience with SOMARDS. Apply experience with monitoring funds via creating financial reports and managing appropriated funds and provide consulting services to the Army that translate information, aiding in the analysis of budget formulation, financial management, and analysis, account reconciliation, and operational accounting support. Work on the analyses of models to aid the clients in the preparation of operating budgets for units or departments, based on actual performance, previous budget figures, estimated revenue, expense reports, and other factors. Perform analytical services for expenses, inventories, vouchers, and budget balances and provide cost effective and insightful reporting to decision makers regarding the analysis and tracking of obligations and the expenditure of funds. Identify, gather, and analyze information around requirements and processes and provide analysis that incorporates federal regulations and agency-specific policies. This position is located in Aberdeen, MD.
Basic Qualifications:
-5 years of experience with budget analysis, planning, programming, and execution in civil, defense, or national security government agencies
-Experience with government budget and accounting regulations and systems, including SOMARDS, ABIDES, RAPIDS, CRIS, ABSS, or DTS, OMB Circulars, FAR, JFMIP regulations, or standard general ledger
-Experience with Microsoft Excel and Access
-Secret clearance
-BA or BS degree
Additional Qualifications:
-BA or BS degree in Business or Finance

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
