Job Description
This position is for direct support to an Army customer at Aberdeen Proving Ground, MD. The Program Analyst may support the following duties,
Administers routine aspects of industrial security programs and supports SCI and Special Access Programs in compliance with the NISPOM, JAFAN's, DCID's, ICD's, DOD and other applicable government security directives associated with SCI security programs;
Develops, implements, and monitors SEC / PM security policies and procedures; ensures compliance with all aspects of the security program;
Coordinates with customer security representative to process security clearance requirements
Coordinates periodic reinvestigations with employees; Provides guidance and instruction to employees to ensure completion of security paperwork;
Reviews all security paperwork for accuracy, completion and submission
Creates reports and maintains documents and/or databases
Maintains visitor control functions; Prepares visit authorization letters (VARs);
Develops and provides new employee security briefings, exit interviews, and debriefings;
Investigates and reports security violations, and incident reports;
Works closely with the Facility Security Officer (FSO) in preparing forms for contractors;
Conducts self-inspections in preparation for security audits;
Maintains a working relationship with each contract's security office for processing and maintaining employee clearances;
Provides follow-up clearance status on processed clearance to manager for specific contracts;
Prepares written reports of surveys and inspections;
Maintains all security documentation and files in accordance with government requirements;
Prepares necessary paperwork in support of Federal Government investigations or annual visits and meets with Federal Government representatives upon request;
Accreditation and reaccreditation of classified IS Systems to include user access, auditing, configuration management, documentation, and training in accordance with USG policies and regulations
Responsible for the administration and development of information systems security procedures for DoD customer information systems and networks.
Provide oversight for system compliance, auditing, and development of security plan.
Perform self-inspections, and develop and implement information security systems education and awareness in accordance with NISPOM Chapter 8 and DIACAP.
Continuously interacts with government agencies on rulings, interpretations, and acceptable deviations for compliance with regulations.
Prepare documentation, including information security plans, outlining regulations and establishing information security policy.
Investigates information system security violations and prepares reports with corrective actions for the current situation and preventative measures for avoidance in the future.
Reports to the US Government Security Manager all Security related matters and provides regular feedback to the IDS Information Assurance Manager.
Experience with enforcement of the National Industrial Security Program Operating Manual (NISPOM) Chapter 8 requirements, preparing IS security plans, implementing DSS rules, regulations and processes, and working audit procedures
Basic Qualifications
Bachelor's degree and ten (10+) years of experience that can be a combination of related experience in industrial security and the U.S. military;
DOD Top Security Clearance with SCI and with CI POLY
Must possess experience in the U.S. Government, DoD, Intelligence, and Industrial Security management;
Must possess practical knowledge of and experience with JPAS, Scatter Castles, e-QIP, and ACAVS
CSSO certification required;
NSA and JWICS Trusted
COMSEC Custodian certification required;
Equivalent experience/education combinations are permitted based on the Typical Minimums required for this job which are 10 years of related experience and a BS degree in a related discipline.
